Any member of the public can apply to VCAT to ask that a guardian or administrator be appointed or to investigate the behavior of Guardians, Administrators and people who have a Power of Attorney.
VCAT usually only appoints Guardians to make specific decisions when there is a decision that needs to be made. Administration Orders are often made for a period of three years and the conduct of Administrators reviewed annually.

The Guardianship List administers the Guardianship Act 1986 (1) and the Instruments Act 1958 (2). Both Acts are currently under review.
